It is just bit bullet and installed in Windows 8.1 Preview on my Surface RT. It is a one-way upgrade meaning you won't be able to go from this Preview Build final so make a Recovery Drive with USB drive you have lying around. You need at least a 4GB USB key for backup the drive will be erased.. Basically you download an update, install, reboot, and then the Windows (took a few hours) and assuming you're signed in with the same Microsoft Account it will redownload all your application.
Warning: Installing anything caused "preview" it is for advanced/enthusiast folks. Expect u have to do nothing or you will never be disappointed. Backup your crap. Be prepared to touch your machine to get back to the mainline program.
I honestly didn't use my Surface RT that much mostly just for Movies and Stuff, but the new is 8.1 update adds some stuff that will have me using it around the house more.
Here's 10 features that are making me look harder at Windows 8.1.
START MENU BACKGROUND
The Start Button is to back down there the corner. But that Is not a interesting to me as the ability to use our Desktop wallpaper as you point that if you hit the Start Button (or the Windows Key) you will immediately move to big Start Menu. When the background of that menu is background and makes the whole Windows 8.x experience much more comforting program.
From the Start Menu we should hit Windows-C, click Settings, then the Personalization. You will see the menu fly.

This little change a huge of difference system I wish it was the default experience of myself.
SEARCH EVERYWHERE
If you are in t Start Screen and you start typing for the first time it will search everything program . Application Files in the Internet if you want to search for Well Known Thing caps mine then it will give you detailed result that include (possibly) music and videoetc.
I searched for Daft Punk below FREAKING OUTLOOK 2013 Since my Surface are RT includes that Office RT (WordExcel and Point etc) it looks like a Windows 8.1 adds Outlook 2013 RT to mix the program. This is a total surprise to me, and all the reason .I will start using my Surface for work stuff. I am surprised that hasn't been noticed by some of the tech sites I read. It is an awesome addition. SMARTER WINDOWING Windows 8.1 that seems to much smarter for making the decisions about window management. Here I have launched the Game application while running the Mail app on the left of the Desktop on the right. It is in the middle of waiting to be pulled from one side to the other rather than just taking over one of my existing application. Apps can be 50/50 split on the Surface RT, as well as the other 70 to 30 options. WAY EASIER CUSTOMIZATION Icons will moved for more like one of other tablets, will push and hold gesture. Except you can select multiple icons for start dragging them with one figure while scrolling with the other finger. Grouping and customizing will easier. Here is starting to move the around. I have got the Office stuff and the News apps will be largest. BETTER ALL APPS VIEW Apps that will newly installed and get marked by the new of All Apps program for few system. You swipe down to Start Menu and get here and it will sort by the Recently Installed as well. I found a bunch of new apps .I have not seen this before like Calculator or Sound Recorder.. MORE COMPREHENSIVE SETTINGS The Settings area has LOT more than before including the some rather deep pages (you may have to hunt) like this is one of my Wi-Fi Router. Note that is marked as a Meter Connection. I thought it will be cool that Outlook did not connect automatically when this will marked as Metered the means of my router has limited data and I could be charged for big downloads). I have personally downloaded gigs of mail while overseas and gotten nailed by big bills so this was a cool program. The Metering program is an existing feature when the deeper details of my Wi-Fi and device all the program are new.. REMOVABLE DISKS IN YOUR MUSIC AND VIDEO LIBRARIES I am pretty sure before. I will be added a 64gig micro-SD to my Surface RT with the plan to watch Videos and store Photo on it, but wasn't very seamless in Windows 8. It took a chance and right clicked for my SD card folders and said .Include the Library and now my videos show up in Videos application .Suddenly my 32-gig Surface has become a more useful 96 gig machine well the 64-gig. I am going to change the defaults to store everything on my SD card Here's my videos listed there are some kind of the cloud and some on my micro SD card. Here I am looking the Outlook while watching the Harry Potter in Split Screens. SMARTER NOTIFICATIONS AND QUIET HOURS My wife is NOT a fan of my program Surface RT one of the basic reason. It won't stop beeping. I installed the Twitter and Twitter have been pops toast .All the meaning will uses the notifications and it is forever going off and beeping at the night. Yes I will turn off the notifications or sleep I do but when I am using the thing THE READING LIST I am a big fan of Instapaper and the idea .This is a queue of long-form reading material. From the application .I like using the Internet Explorer you can invoke and Share action. I will like to share the Twitter Mail for some People in the new Reading List.
